In the first half of this year, the Department of Civil Affairs of Guizhou Province strengthened the construction of standardized elderly care institutions, improved the quality of institutional elderly care services, made new progress in promoting home-based and community-based elderly care services, promoted the orderly development of basic elderly care services, gradually streamlined the aging work mechanism, and continuously improved the quality of life of the elderly.
In the first half of this year, the Department of Civil Affairs of Guizhou Province strengthened the construction of standardized elderly care institutions, improved the quality of institutional elderly care services, made new progress in promoting home-based and community-based elderly care services, promoted the orderly development of basic elderly care services, gradually streamlined the aging work mechanism, and continuously improved the quality of life of the elderly.
Strengthen the construction of standardized elderly care institutions. We have developed institutional mechanisms such as the "Guidelines for Upgrading and Acceptance of Elderly Care Service Institutions" and the "Technical Guidelines for Decoration and Renovation of Elderly Care Service Institutions", and vigorously promoted the upgrading and renovation of 20 standardized elderly care institutions. All of them have completed internal basic decoration and are currently initiating the procurement of facilities and equipment.
Gradually improve the quality of institutional elderly care services. Formulate the "Classification and Evaluation Standards for Elderly Care Institutions", carry out the evaluation of elderly care institution grades, and evaluate a total of 4 four-star institutions, 11 three-star institutions, 27 two star institutions, and 215 one star institutions. Develop the "Selection Guidelines for Operators of Public and Private Elderly Care Institutions", clarifying the basic requirements for operators in terms of early operational performance, professional service capabilities and brand promotion and marketing capabilities of the team, talent team building, internal management systems, qualifications and certificates.
New progress has been made in promoting home-based community elderly care services. We have implemented a pilot program to improve basic elderly care services at home and in the community in Liupanshui City and Qiannan Prefecture, and have built 2943 family elderly care beds. We are also carrying out home to home services in an orderly manner. Actively striving to include Bijie City and Tongren City as pilot areas for 2024, with a total of 61.81 million yuan in funding support. We have orderly promoted the preliminary work of "starting 20000 households of elderly people with special difficulties to adapt to aging", and have completed 3630 households of elderly people with difficulties to adapt to aging. 30 community elderly meal assistance facilities have been built and 22 have been put into operation. 399 new community elderly care service stations have been added and put into operation. The construction rate of elderly care service facilities in community residential areas is 84.72%
Strengthen visits and care for elderly people with special difficulties. A total of 91100 elderly people with special difficulties have been verified at home in the province, and 105500 people have been visited on-site.
Gradually streamline the mechanism for elderly care work. Improve the overall coordination mechanism of the Provincial Committee on Aging Work, clarify the rules of procedure, departmental responsibilities, as well as the main goals, key tasks, and specific measures of the province's aging work.
